How the district is funded and governed

City school district governed by mayor-appointed, City Council-confirmed ward trustees; Ward 2 is officially vacant

The Board adopts budgets, policies, contracts, calendars and facilities actions. Jackson's mayor appoints and the City Council confirms one trustee for each of seven wards; the official ward roster marks Ward 2 VACANT and lists six current members.

FY2027 budget

The August 12 recording documents adoption of original fund budgets. District maintenance was budgeted at about $232 million, while the presentation described approximately $339 million in new revenues across all funds; these are different scopes and are not combined here.

Funding sources

The FY2025 audit reports General Fund revenues of $205.14 million, including $70.94 million from local sources, $132.86 million from state sources and $53,614 from federal sources; remaining General Fund revenue reflects other classified sources. Across all governmental funds, local, state and federal revenues were $99.76 million, $138.89 million and $102.96 million respectively, so those broader figures must not be treated as General Fund-only amounts.

FY2025 audit

The March 6, 2026 contract audit has unmodified financial and major-federal-program opinions and no reportable financial/federal findings, but seven state-law findings, six repeated. Actual year-end fund balances were not negative despite projected negative budgets.

Enrollment and accreditation

The December 4 enrollment presentation shows K-12 enrollment declining from 16,618 to 16,045 while Pre-K rose from 809 to 923. A November 18, 2025 CAP graphic visually highlighted probation and reported 21 of 24 deficiencies cleared; that dated graphic does not independently establish the district's current October 2026 status.

Student devices and AI

Current JCBAAA restricts device use and display in specified school-day settings, uses staged confiscation, and treats accessing AI tools during assessments as cheating-related misuse. The reviewed current materials do not establish a broader generative-AI framework.

Next meetings

The official calendar lists fixed future meetings through June 2027, including November 5, 2026 and January 7, 2027 exceptions; the enabled calendar uses those exact dates.

Approved minutes were not posted for October 6 or October 20, 2026; October 6 has an official recording, while October 20 is agenda-only. The June 2 minutes file contains a heading/call-to-order date conflict. The calendar posts an October 13 Policy Committee meeting, but no agenda, minutes or recording was found.

Major projects

District energy and security improvements

Phase-two agreements and installation contract approved

The Board approved two related but distinct energy-services components in October 2025: a $20.8 million Path Company installation contract for energy-conservation measures, and Schneider Electric phase-two work that included districtwide security cameras. In October 2026 the Board separately approved a Bailey APAC change order bringing the Schneider camera contract to $12,813,874; that amount is not the Path contract total.

Next: Later official finance and construction records should establish final financing terms, implementation completion, and measured savings.
  1. Board approved the distinct $20.8 million Path installation contract and Schneider phase-two energy/camera work.
  2. Board approved Bridgeway master energy services and engagement resolution for lease-purchase financing.
  3. Board approved a Bailey APAC change order bringing the separate Schneider camera contract to $12,813,874.

Funding

Lease-purchase/energy-services financing intended to be repaid from guaranteed or measured energy savings; exact final borrowing terms were not normalized from the reviewed caption transcript.

Reviewed and hash-reconciled all 79 stored official sources. Scanned minutes were inspected page by page; all 20 recording transcripts were reviewed in contiguous five-minute blocks and reconciled with agendas and minutes. Auto-caption amounts were used only where the motion and scope were clear.
