What the reviewed record establishes
The five-member elected Board governs districtwide finance, staffing, curriculum, policy and facilities. Robert Kiser is chair, William Smith is vice chair, and Angie Holbrook, Lena Parsons and Ray Collins are members. The reviewed Board records repeatedly list SBDM minutes as a report item, but do not reproduce school-council content.
The FY2027 General Fund working plan totals $28,975,499.99
The approved September 28 working budget includes $9,283,790.99 in beginning balance and $19,691,709.00 in current-year receipts. Planned receipts are $5,578,000 local, $13,844,709 state including $13,750,709 SEEK, $125,000 federal and $144,000 other. The $1,693,796.67 contingency is reported as 5.76%. These are budget estimates, not actual spending.
FY2026 reports use a materially different accounting scope from the FY2027 plan
The MUNIS annual report lists $37,315,553.46 in current-year General Fund receipts: $5,614,274.46 local, $23,237,048.27 state, $192,411.59 federal and $8,271,819.14 other. Its $50,283,964.45 resource total includes a $12,968,410.99 opening balance, against $42,503,338.84 in expenditures. FY2026 actual expenditures include $8,298,711.82 in on-behalf payments, while the FY2027 working budget sets that line to zero. Together with substantial transfer and other-receipt activity, that scope difference means the totals do not establish a like-for-like budget cut or simple operating surplus. The annual report is not labeled audited.
Roof work is financed for Cowan Elementary and Fleming-Neon Middle
On April 27, the separate Finance Corporation authorized $1.42 million in bonds, subject to a permitted 10% adjustment, for the two roofs. Officials anticipated 4.2%-4.5% interest and described SFCC support; June reporting said proceeds had arrived. Invoice publications later show roof and construction payments, but the reviewed record does not establish final project cost or physical completion.
The district changed superintendents and expanded its police operation
The Board selected Josh Yonts on June 12, effective July 1, by a 4-0 vote with one member absent. Records trace the district police effort from an October 2025 chief introduction through vehicle and equipment grant actions; September officials reported five of seven positions filled. The sources do not establish final recurring cost or full staffing.
Current phone and AI policies apply districtwide
The July 2025 phone policy permits possession but generally bars personal-device use during instructional time except emergencies, teacher-directed instruction or teacher authorization; confiscated devices are returned only to a parent or guardian. The July 2026 electronic-media policy requires procedures for safe and responsible AI use, privacy, ethics and distinguishing inspiration from cheating or plagiarism.
A comparable districtwide per-pupil amount is unavailable
The collected record provides exact fund totals and SEEK receipts, but does not pair audited districtwide spending with a same-period enrollment count. No per-pupil spending figure is calculated.
Monthly and annual MUNIS reports use different periods and include opening balances, transfers or other receipts in some totals. They are presented with their stated scope and are not treated as audited results unless the source says so.
