A planned career-technical building loses its state funding route

What happened

Facilities consultants told the board there had been an oversight on their part: because the district had already received state money for the T building at Winters High School, that project cannot also receive Career Technical Education Facilities Program money. The board was offered two other routes - pushing the agriculture-site application forward, or applying for new-construction eligibility through a small school district program loan.

Why it matters to families

The district had spent the school year chasing this money. It passed four resolutions in October 2025 and filed its applications on December 1, 2025, with staff describing up to $3 million of possible state funding for a robotics and culinary building and a proposed 2,700 square foot career-technical lab. Losing the route means the hands-on career classes those buildings were meant to house wait on a different funding plan.

The evidence

The June 25, 2026 approved minutes record the consultants' disclosure that the district had already received state funding for the Winters High School T building and the project is therefore ineligible for CTEFP funding, and list Option A and Option B as the remaining funding routes. The October 16 and December 18, 2025 minutes record the four authorising resolutions, the $3 million figures and the December 1, 2025 application submission.
