State law requires Brighton to study merging with other districts

What happened
Under Vermont's Act 170, Brighton must take part in a merger study (Northeast Group 12) with Orleans Central Supervisory Union. Leaders said the study will look at whether schools are better off staying open, merging or closing. In October 2026 the board learned the study will take about 11 months, not two years. Judith Castonguay is Brighton's representative.
Why it matters to families
The study could lead to a proposal that changes how Brighton Elementary is governed or whether it stays as it is. Voters would have a say in any merger. Enrollment fell from 124 in 2023-24 to 112 in fall 2025.
The evidence
The October 14, 2026 minutes describe the 11-month Northeast Group 12 process. The August 12 minutes say the study is with OCSU and will look at whether schools stay open, merge or close. The September 9 minutes record Castonguay's appointment.
