How Feather River Charter School is paid for and who decides

A large independent-study charter funded by the state per-student formula

Feather River Charter School is a free public charter school for transitional kindergarten through 12th grade. It is based in Meridian (Sutter County) and serves families in Sacramento, Yolo, Yuba, Sutter, Colusa and Placer counties. Most students learn at home with a credentialed homeschool teacher and a parent who acts as their educational coach. About 2,985 students were enrolled in 2025-26. Nearly all of its money comes from the state's Local Control Funding Formula, which pays per student, so its budget rises and falls with enrollment. It is run by a nonprofit board that appoints its own members, not by an elected school board. The Winship-Robbins Elementary School District oversees it as its authorizer. Sequoia Grove Charter Alliance provides shared services under contract.

State formula money

$39.6 million of the $48.0 million projected for 2026-27 comes from the Local Control Funding Formula. That includes $2.7 million in extra funding for low-income students, English learners and foster youth.

Appointed board

Board members are nominated and approved by the board itself for two-year terms: President Kristy Ivey, Treasurer Juina Carter, Secretary Marwa Swelam and member Jennifer Steele. One seat is vacant.

Charter renewal

The current charter ends June 30, 2027. In July 2026 the board voted to submit a renewal petition to its authorizer.

Shared management

Sequoia Grove Charter Alliance, which also supports Clarksville and Lake View charter schools, provides administrative services under an agreement the board renewed for 2026-27.

The 2024-25 audit was clean and reserves grew, and the school's Dashboard results improved in 2025. The board packets with contracts and budget details are not posted publicly, so this page relies on agendas, minutes and the state-required plans.
