What shapes Juneau's school budget?
Juneau's schools are funded mostly by two sources: Alaska's per-student formula (the Base Student Allocation, $6,660 per student before adjustments) and an appropriation from the City and Borough of Juneau. Because the state amount per student stayed flat while costs rose and enrollment fell, the district's FY27 budget (school year 2026-27) had a $5.4 million gap between rollover costs and expected revenue. The board chose to close it mainly by spending one-time reserves rather than cutting programs.
The state formula pays per student, and enrollment is falling
Enrollment is projected at 3,767 for 2026-27, down from a reconciled 3,832 this year, so state formula revenue falls with it — about $2.1 million below the prior-year revised level.
The city contributes at a fixed appropriation
The City and Borough of Juneau's FY27 appropriation is $35.8 million, up about $800,000 from FY26 — the single largest revenue source.
Reserves are covering the gap, once
The budget uses $4.47 million of fund balance. Reserves spent this way are not available again next year, so the same gap returns in FY28 unless revenue or costs change.
One-time state money has come and gone
In August 2025 a legislative veto override restored $1,542,285, which the board used to add universal free breakfast. No comparable one-time funding was assumed for FY27.
The gap comes back in FY28
District budget materials from April 2026 anticipate a roughly $4 million structural deficit for FY28 after the new labor agreements, assuming no increase in state education funding.
None of this means the district is in immediate distress: it ended FY25 with a $12.5 million operating fund balance, the city increased its contribution, and the adopted budget preserved staffing ratios and programs. The risk is structural — flat per-student state funding against rising costs — not this year's cash.

Superintendent transition

Teachers' contract negotiations
Settlement in final ratificationThe teachers' union (Juneau Education Association) contract stayed unsettled through the 2025-26 year, went to mediation in March 2026, and settled: a two-year agreement (3% base plus a 2% one-time payment in FY26, a 6.25% schedule increase in FY27) went to ratification votes April 9-14, 2026. The support-staff union (JESS) settled earlier: a three-year deal ratified March 12, 2026.
