What the reviewed record establishes

Board action records run from November 10, 2025 through October 12, 2026. The adopted schedule confirms the next regular meetings on November 9 and December 7 at 5:00 p.m. Central.

The five-member elected Board governs districtwide finance, staffing, curriculum, policy and facilities. David Kitchens is chair, Terry Watson is vice chair, and Christine Thompson, Tony Sanders and Tammy Sayle are members.

The FY2027 General Fund working plan totals $12,262,505

The September working budget includes $2,400,000 in beginning balance and $9,862,505 in current-year receipts: $7,517,635 local, $2,184,870 state, $70,000 federal and $90,000 in transfers/other receipts. Appropriations equal resources and include a $2,400,000 contingency. These are plans rather than actual spending.

The latest completed annual report is not labeled audited

The FY2025 MUNIS annual report lists $13,105,656.53 in General Fund current-year receipts, including $6,957,517.42 local, $5,878,098.51 state, $55,829.33 federal and $214,211.27 in other/interfund receipts. Resources of $15,720,111.83 include a $2,614,455.30 opening balance; expenditures were $13,369,671.82. The report includes $3,389,346.15 in state on-behalf revenue and is not presented as an audited statement.

The FY2027 plan excludes on-behalf amounts included in prior actuals

The working budget sets General Fund on-behalf revenue and expenditures to zero, while its last-year actual column includes $3,379,700.98 of on-behalf revenue. That accounting-scope difference means the lower FY2027 resource total does not by itself establish a like-for-like budget or service cut.

Board Office closeout documents are recorded without project cost

The Board approved a revised BG-1 on January 12 and a BG-5 on February 9 for the Board of Education Office project. The reviewed action pages do not provide scope, funding, contract amount, or a physical-completion description.

South Livingston Elementary painting remained at solicitation in the collected record

The Board authorized advertising painting bids on March 9. No later reviewed action through October 12 identifies an award, price, funding source or physical completion.

Current leadership sources require a qualified transition account

The May 11 action record approved an extension to Darryl Chittenden’s contract but does not identify his role. The adopted January schedule and current official Kentucky superintendent directory and district contract page name Amy Ramage as superintendent. The collected records do not establish Chittenden’s role or connect his contract to district leadership.

Current phone and AI policies apply districtwide

The July 2025 phone policy permits possession but generally bars personal-device use during instructional time except emergencies, teacher-directed instruction or teacher authorization; confiscated devices are returned only to a parent or guardian. The July 2026 electronic-media policy requires safe and responsible AI procedures addressing privacy, ethics and inspiration versus cheating or plagiarism.

A comparable districtwide per-pupil amount is unavailable

The collected sources provide fund totals but do not pair audited districtwide spending with a same-period enrollment count. No per-pupil spending figure is calculated.

Monthly finance reports are interim and unaudited. Their resource totals may include opening balances, transfers and on-behalf entries; those amounts are kept separate from current-year receipts and are not treated as operating revenue or audited surplus.

Recent news

All 33 collected official source records were restored, SHA-256 verified and substantively reviewed. Coverage includes 16 KSBA Board action records, the adopted Board schedule, 13 district finance publications, and three current Board policies. The official Board video gallery and linked district YouTube channel contained no recordings, so meeting coverage relies on the action records and the district has no transcript corpus for this period.
