Fewer students, too many buildings
McDowell County Schools in southern West Virginia has lost more than a third of its students since 2016 and enrolled 1,987 this fall. State aid follows enrollment, so the district carries more staff than the state formula pays for and covers the gap with local money, including a voter-approved excess levy. Its buildings use well under half their space, and several need major roof and HVAC work. The district spent years under state control and leaders say they want to avoid returning to it.
Enrollment down 36%
From about 3,200 students in 2016 to 1,987 in fall 2026.
Over formula
About 15 professional and 42-43 service positions above the state formula, costing about $2.5 million a year locally.
Half-empty buildings
Countywide building use is about 43%; three roofs alone need about $10 million.
Closed schools handed off
Welch and Kimball elementaries were conveyed to local governments in 2026 after students moved to Coalfield Elementary.
The FY2025 audit had no findings, the unassigned fund balance was $15.3 million, and chronic absenteeism has fallen sharply from about 50-60% in some schools.
