Middletown Public Schools
A $190 million rebuild of Middletown's schools, and the budget squeeze running alongside it
What is Middletown building, and where is the money coming from?
Two separate money stories are running at once in Middletown. The buildings are paid for by a $190 million bond that town voters approved, topped up with $484,308 from the town's general fund and $3.7 million of interest the bond itself earned, for $194,184,308 in total. That is building a new combined middle-high school, converting the present high school into an elementary school, and designing a third school at Forest Avenue. The day-to-day running of the schools is a different pot: an annual appropriation from the Town of Middletown plus Rhode Island state education aid, voted separately each spring. In March 2026 the committee adopted that operating budget unanimously; two months later it voted, also unanimously, to lay off certified staff on the ground of fiscal exigency. New buildings and fewer teachers are being decided in the same room, from different accounts.
A $190 million bond, already committed
Guaranteed maximum prices of $135,821,840 for the middle-high school and $14,965,985 for the elementary conversion were set in November 2025, leaving a $629,008 surplus towards the Forest Avenue school.
Tariffs are the named cost risk
The project managers told the building committee that tariffs are the only item not covered by the guaranteed maximum price, so import costs are the thing that could push the programme over budget.
The operating budget is a separate, tighter story
The FY2027 budget passed in March 2026 without a published total; in May the committee laid off certified staff citing fiscal exigency, and a tentative teachers' contract went to the Town Council in August.
Five elected members, two committees
The School Committee shares much of the building work with a thirteen-member School Building Committee that includes town councillors, the town administrator and principals, and the two bodies frequently meet jointly.
None of this means the building programme is out of control. It is running to a guaranteed maximum price with a published surplus, a monthly public budget update, and a state reimbursement process that requires each stage to be approved before money is released. The pressure visible in this record is on the operating budget, not the bond.
Where the district stands
A $190 million voter-approved bond, a $484,308 general fund appropriation for a generator and hurricane-rated gym glass, and $3.7 million of bond interest.
Two of the seven without minutes are annual meeting-calendar notices; the rest are the most recent July and August 2026 meetings.
