How are schools changing as attendance declines?

New grade bands; recurring budget gaps

Palo Verde uses California’s Local Control Funding Formula, with attendance and student needs shaping operating revenue. In fall 2026 it concentrated younger pupils at Appleby, upper-elementary pupils at Ruth Brown and middle-school pupils at Margaret White. The county approved the budget while warning about ongoing unrestricted spending gaps.

Schools now serve distinct age groups

Appleby serves TK–2, Ruth Brown grades 3–5 and Margaret White grades 6–8. The district says materials moved over summer and the new model opened in fall 2026. High-school grade spans remain unchanged.

Trustees set direction; district staff implement it

The five elected trustees govern the district; Superintendent April Smith leads operations. The Citizens Oversight Committee monitors Measure E bond spending. Its role differs from setting the operating budget.

Projected attendance is falling

The budget uses 2,288 average daily attendance in 2026–27, 2.6% below prior-year P-2 attendance, followed by projected decreases of 3.2% and 2.1%. ADA measures attendance for funding, not the number enrolled.

Approval leaves a need to close recurring gaps

The county forecast unrestricted General Fund gaps of $3.3 million, $2.8 million and $3.2 million across 2026–29. It still projected adequate current-year cash and compliance with the 3% reserve minimum. No adopted cut list is established here.

Learning support and career options need follow-through

The county praised instructional coaching, literacy training and career pathways. Its 2025 data show 87.7% graduation, 48.6% college/career preparedness and 27.2% chronic absenteeism. It asked how access and outcomes would improve across student groups. Current per-pupil spending was not established.

The grade-band change is implemented, but the reviewed material does not prove it produced savings or improved achievement. Budget projections describe future risks, not insolvency.

Major projects

2026–27 grade-band reconfiguration

Opened in the new configuration

The district reports a fall 2026 opening after summer materials moves. The middle school’s July plan included Spanish, art and band; students needing corrective reading may take that support instead of an elective.

Next: Monitor attendance, transport, middle-school course access and student outcomes after the first year. A dated evaluation or final project cost was not posted in these sources.
  1. Official board update describes staff placements and middle-school naming survey.
  2. Spring update describes open houses, sample schedules and room assignments.
  3. July presentation describes completed box moves and remaining preparations.

All15 collected official source records were reviewed natively, including the seven-page county letter, district HTML and nested presentations/FAQs. Tables and school schedule/map pages were visually checked. Sources describe official publications rather than complete meeting proceedings. Two high-school council agenda pages were read in full and grouped as separate bodies. Their stored original snapshots support the October5 PAC and August31 SSC dates; a cached search result had an outdated PAC date.
