The registers behind roughly $134 million of approved bills are not in the documents the board posts

What happened

Every month the board approves a list of bills as a single line in the consent agenda: $46,556,021.58 in April, $45,140,903.73 in May, $42,224,558.13 in June. The finance attachment that should contain the register is posted, but in each case the heading 'ATTACHMENT 3-E' is followed immediately by the next attachment with nothing in between, so the itemised bills are absent or exist only as an image. Where a register was scanned, as in October 2025, it is an image-only scan whose totals have to be read by character recognition. The monthly bullying report is likewise approved on every regular consent agenda and its contents appear in no posted document.

Why it matters to families

The list of bills is where a resident can see who the district actually pays. Approving it as one number, with the detail missing from the posted packet, means the largest recurring item on the agenda cannot be checked by anyone outside the building.

In the June finance attachment the label 'ATTACHMENT 3-E' is immediately followed by the next attachment heading with no content between them, the same pattern as the April and May attachment sets, while the minutes approve 'List of Bills' totals of $46,556,021.58, $45,140,903.73 and $42,224,558.13.
