Agenda proposed new complaint routes and parent opt-outs for instructional materials

What happened
The Oct. 7 agenda scheduled adoption of revisions to Policies 1312.2 and 1312.3 on instructional-material complaints and uniform complaint procedures. The drafts route complaints alleging discriminatory bias through the uniform complaint process and add a parent right to opt a student out of specific content.
Why it matters to families
These changes would define how families raise concerns about instructional materials and provide an explicit opt-out process for particular content; the agenda does not establish whether the Board adopted them.
The evidence
Document 96875, consent items 5.11–5.12: staff recommended adoption of the policy revisions; the BP 1312.2 background states that discriminatory-bias complaints must be filed, investigated, and resolved under uniform complaint procedures and that the regulation includes a parent opt-out right for specific content. BP 1312.3 describes related complaint-procedure changes under AB 715 and AB 932.
