What happened

The Board approved a revised policy protecting student expression, including unpopular speech, while specifying limits for libel, discrimination, substantial disruption, or threats. High school students may also receive one excused absence per school year, with advance notice, to take part in civic or political events.

Why it matters to families

The policy sets districtwide standards for when student expression may be restricted and recognizes a limited excused absence for civic participation.

The evidence

Document 137028, Nov. 4 minutes, records approval of the consent calendar by a 5-0 vote, including the revision to Board Policy 5145.2. The item description says the policy protects unpopular expression subject to listed limits and that the accompanying regulation permits one excused civic or political absence per year with advance notice.
