State Board sends Council a bill letting summer-birthday children delay kindergarten

What happened
On June 17, 2026, the State Board voted to send the D.C. Council a proposed Kindergarten and Pre-Kindergarten Enrollment Flexibility Act. Under the bill, families of children born June 16 through September 30 could delay kindergarten by a year without truancy referrals if the child is in licensed pre-K or child care. Children who move to D.C. after kindergarten has started would also be exempt from truancy reporting. This followed the board's May 20 resolution (SR26-9) calling for a deferral option. The bill is only a proposal: it has no effect unless the Council passes it.
Why it matters to families
Today, D.C. children with late-summer birthdays must start kindergarten or face truancy rules. If the Council acts, families would get a choice about when their child starts school.
The evidence
In the official recording of the June 17, 2026 public meeting, the board amends and then approves transmittal of the bill by roll call. The May 20, 2026 public meeting recording shows the adoption of SR26-9.
