A five-member elected Board of Trustees sets budgets and policy. The district serves secondary schools in the Perris and Menifee area, with California Military Institute separately accounted for as a charter school. California operating funding primarily follows attendance through LCFF, with supplemental resources for higher-need students; bond and developer facilities resources have restricted purposes.
Attendance and enrollment differ
Staff reported attendance yield rising from 88.5% to 93.22% over two years and expansion of the Inland Online Academy. These are not proof total enrollment rose or that one program caused the improvement. The October budget deck assumes broadly flat enrollment of about 10,782 excluding separately reported CMI.
A positive balance can coexist with deficits
The 2025–26 unrestricted ending balance was $49.9 million. October projections nevertheless show annual unrestricted deficits and a $4.2 million balance by 2028–29, below the required $7.3 million reserve. Past favorable estimate variances do not eliminate future risk.
Facilities money has limits
Bond, CFD and developer-fee resources support eligible facilities work and cannot simply be treated as flexible operating revenue. Projected refinancing savings and possible state matching grants are not cash already available for general staffing.
Advisory input and public decisions
The Budget Advisory Committee and Citizens Bond Oversight Committee provide distinct operating-budget and bond-accountability forums. The Board of Trustees also acts in separate Financing Authority and Community Facilities District proceedings.
Spending per pupil remains a gap
The collected sources do not supply a consistent comparable actual spending-per-enrolled-student measure. ADA, reserve balances, capital totals and total enrollment should not be substituted for that denominator.
The county approved the adopted budget and found positive current balances and cash. That approval does not establish long-term balance, that all staffing needs are met, or that every savings proposal has been adopted.

Major projects
Operating-budget stabilization
Options under review; cuts not adopted in the reviewed materials
October projections show deficits of $12.7 million, $13.2 million and $17.8 million from 2026–29. A sample savings menu includes staffing vacancies, contracts, software, travel and other areas, without a voted implementation plan.
Next: Next regular board meeting November 18; look for a reserve decision and a concrete stabilization plan, rather than treating the sample menu as enacted cuts.
Budget adopted
County approval and earlier deficit warning
Less favorable forecast and stabilization options
Reserve-floor reduction postponed
Funding
Unrestricted operating general fund; local reserve floor remains 6% after the October proposal to lower it was delayed.
CMI facilities grant and local-match loan
Decision postponed until November
A proposed state/local program would modernize the existing CMI campus. The available scaled project was approximately $55.9 million, rather than the full $74.5 million application. The district would borrow the local half and anticipated CMI repayments.
Next: Legal and consultant review and a new board vote. No signed loan or construction completion is established by the collected meetings.
Application authorized
Funding and district liability presented; decision tabled
Decision postponed until November
Funding
50% state grant and 50% district local match; approximately $27.95 million proposed local financing, with estimated $1.4 million annual payments for 30 years. Additional capital improvements require separate resources.
Campus weapons screening
Purchase and staffing approved; deployment not established
Twenty-three OpenGate/CEIA systems plus five full-time campus supervisors and 15 one-hour clerical assignments were approved after repeated workshops and survey discussion.
Next: Confirm implementation date, labor agreement and actual staffing/funding before describing daily screening as operational.
Vendor workshop
Further data and surveys requested
Purchase and staffing approved 4–1
Funding
Approximately $638,000 equipment and $1.138 million first-year combined cost; up to $500,000 annual staffing. Funding adjustments and bargaining impacts remained to be resolved.
College and career pathways
New pathways operating; other proposals still developing
Heritage students confirmed construction and education pathways opened in 2026–27 and described expanded dual enrollment. Perris Lake students later described a new business/entrepreneurship program. Aviation was discussed as a later opportunity, not established as an operating program.
Next: November 18 academic, AP, graduation and CTE data presentation was promised; evaluate participation and outcomes when documented.
CTE portfolio and future pathways presented
LCAP program planning
Heritage students confirm two new pathways
Funding
CTE, LCFF/LCAP and applicable state/federal grants; application discussions do not establish grant awards.
