A large LCFF-funded district pairing enrollment stabilization with a new $195 million bond program

Five trustees now transition from at-large to by-area representation

San Lorenzo Unified operates preschool-through-adult programs across elementary, middle, high and adult schools. Its operating budget is primarily shaped by California's Local Control Funding Formula, which ties base and supplemental revenue to attendance, grade span and high-needs students. A five-member Board of Education adopts policy, the budget and LCAP and oversees the superintendent; trustee-area elections began in 2024 and complete their transition in 2026. Measure Q general-obligation bonds provide a separate, restricted capital source.

The public budget archive confirms adoption but obscures the useful totals

The June 17, 2025 cover report says the 2025-26 plan met obligations and reserve requirements, but its linked public item does not expose the Annual Budget Book figures needed for a current per-student calculation.

Declining enrollment is an active operating issue

A representative task force met from September 2025 through January 2026 to study school-level patterns, funding effects and stabilization recommendations.

Capital funding expanded substantially

Voters approved Measure Q's $195 million bond authorization in November 2024 with 66.5% support.

Capital governance includes citizen oversight

The district's Construction Management Department administers bond projects, while an independent citizens' committee oversees bond spending.

Bond proceeds may modernize buildings but cannot pay ordinary salaries or close LCFF operating gaps. Conversely, the absence of usable budget totals from the linked public cover report does not itself establish fiscal distress.
