Declining enrollment brings calendar and school-organization decisions

Approved budget and labor agreement; major realignment outcomes still need verification

The five-member Board of Education sets policy and the budget. Superintendent Dalia GadElMawla leads operations. The district combines strong overall graduation outcomes with enrollment decline, uneven student-group outcomes and sustained debates about support services.

Fewer students change how schools operate

Staff reported nearly 1,000 fewer students in 2025–26 and roughly 6,000 over five years. September’s consent included traditional calendars at four Eastvale schools for 2027–28. October’s intermediate realignment motions require minutes or visual vote confirmation before adoption can be stated.

The fund balance is not all discretionary

September’s unaudited 2025–26 general-fund ending balance was $292.6 million, including $149.9 million restricted grants, $22.7 million committed funds, $90.4 million assignments, $19.4 million required reserve and $10.2 million nonspendable items. Staff identified $47.6 million as the flexible part of assignments; it is one-time balance rather than recurring revenue.

Special-education capacity remains contested

Leaders expanded rapid classroom assistance and professional development. Teachers and families continue describing workload, training, safety and service-access concerns. Aggregate improvements or small satisfaction surveys do not resolve individual cases.

Bargaining moved beyond impasse

CNTA and the district reached a tentative agreement in August. The union reported September ratification by 92% of voting members, and the agreement was included in the board consent vote. Full economic terms were not stated in the collected recording.

Arts, career pathways and wellness offer growth

Arts instruction expanded to all TK–6 students; career programs span 13 of 15 industry sectors and paid apprenticeships. High-school care hubs and wellness contracts operate, while school-level summits and peer training remain proposals.

The county approved the budget with projected positive cash and reserve compliance. Overall graduation was 95.9% in the 2025 county review. Strong aggregate outcomes coexist with substantial gaps for foster, homeless, long-term English-learner and disabled students.
