How East Porter County schools are paid for

Formula-funded district facing fewer students and new property tax limits

East Porter County School Corporation runs schools on three campuses: Kouts, Morgan Township and Washington Township. Like other Indiana districts, it gets state money for each student and local property taxes for buildings, buses and debt. Both are shrinking: enrollment is falling and Indiana's new property tax law lowers what the district can collect.

Fewer students

Staff expect about 2,125 students counted in 2026-27, down from 2,307 in October 2024. 176 seniors graduated while about 105 kindergartners started.

Tax law squeeze

Assessed value fell 3% this year and a consultant said operations money will stay flat under Senate Enrolled Act 1. Board members have raised a possible operating referendum.

2027 budget

The board adopted a 2027 budget of about $36.1 million across funds, including $18.7 million for the education fund.

Seven-member elected board

The Board of School Trustees has seven members. After member Natalie Bowersock died in July 2026, the board appointed Jim Chowning to her at-large seat.

Staff also expect a solar rebate of about $2.5 million, and board members noted the district holds a cash reserve. Falling enrollment does not by itself mean cuts are coming.
