How is Haskell CISD paid for?

Mostly local property taxes, with wind farm value shared with the state

Haskell CISD serves about 530 students in three schools in Haskell, a small town in rural Haskell County, Texas. Wind and renewable energy projects add a lot of taxable property value. Because of that, Texas treats the district as property-wealthy: it must buy 'attendance credits', sending some local tax money to the state (recapture). In the 2026-27 budget, local sources are about $10.9 million and state aid about $4.4 million. A seven-member elected board sets the tax rate and approves the budget each August.

Tax rate $0.9128

For 2026: $0.6128 per $100 of value for operations and $0.3000 to repay bond debt.

Recapture

In August and September 2026 the board approved buying attendance credits from the state and let the superintendent sign the agreement, without calling an election.

Energy tax deals

Old Chapter 313 agreements limit the taxable value of the Willow Springs wind farm and a Stetson Renewables project; both were amended in spring 2026.

Bond projects

A 2024 bond is paying for construction; turf fields, awnings, a bus and a PA system were approved this year with bond money.

Recapture is not the whole story: the district still adopted a budget with raises, stipends and new projects, and 86% of recent graduates met the state's college, career or military readiness measure.
