District news
District must buy "attendance credits" with local tax money; no election called

What happened
Haskell CISD is one of the Texas districts that must send some local property tax money to the state under the "recapture" law (Chapter 49). On August 31, 2026 the board approved buying attendance credits and let the superintendent sign the agreement. On September 22 it took no action on calling a December 5, 2026 election about it. On September 28 it changed the option it chose and again gave the superintendent authority to sign.
Why it matters to families
Part of what local taxpayers pay for school operations goes to the state, not to Haskell schools. The board decided how to pay without a public vote.
The evidence
The August 31, 2026 minutes record a 7-0 vote "to approve the purchase of Attendance Credits and to Delegate Contractual Authority to the Superintendent." The September 22 minutes record "No Action" on an order calling a December 5, 2026 election authorizing the purchase of attendance credit. The September 28 special meeting minutes record a 5-0 vote delegating authority to the superintendent for the Agreement for the Purchase of Attendance Credit, "changing from Option 2 to Option 1."
