Proposed restraint rules change how parents are told

High-risk

What happened

Revised student restraint and seclusion policies (JKA and JKA-R) were on second reading October 13. The draft drops the old rule that parents be told verbally by the end of the school day after any restraint, and adds tiered notice instead.

Why it matters to families

Under the draft, restraints of 1 to 5 minutes get written notice the same day, while longer restraints or any seclusion get same-day notice plus a written report within 5 days. The draft also requires release within 15 minutes and lets school resource or police officers use mechanical, physical or prone restraint when there is danger.

The evidence

The October 13, 2026 agenda attachments show the tracked changes, including the deleted verbal-notice sentence. These are proposed revisions that are not yet final.
