District overview
Riverside Unified School District
Enrollment decline, budget commitments, facilities decisions and student support.

How does Riverside Unified fund schools and make decisions?
Five elected trustees approve budgets, policies and major contracts. Superintendent Sonia Llamas and staff implement district plans. California funding depends in part on attendance and student needs; the county independently reviews the budget and LCAP.
Balances have restrictions and commitments
September unaudited actuals reported a $297 million General Fund ending balance, including $170 million unrestricted. Transfers, special-education contributions, reserve commitments and planned projects mean this is not all available for new programs.
Enrollment is declining
August staff reported 36,703 students before later registrations. Transitional kindergarten was the only grade band with five-year growth. Smaller projected school enrollments trigger planning, not an adopted closure list.
Compensation adds recurring costs
October agreements provided 4% increases with $21.7 million in combined ongoing costs, including cabinet and management staff. The county-approved budget forecast a $17.6 million 2026–27 unrestricted deficit; later forecasts can change.
Student support exists alongside concerns about access
Staff described licensed Student Assistance Program clinicians at every school and high-school wellness centers. Employees and families continued to raise speech-language, nursing and belonging concerns. Testimony is not a verified districtwide service violation.
Facilities governance remains a live issue
The district and UCR set aside a proposed STEM center. Trustees discussed audit documentation and governance findings and requested clearer policies. Completed school investments and remaining maintenance needs are separate from the abandoned proposal.
County approval found positive projected balances and adequate cash. Forecast deficits do not establish insolvency, and restricted funds and one-time grants cannot automatically sustain recurring positions.
