How is Huerfano Re-1 paid for?

Small rural district funded mostly by the state per student, with a falling student count

Huerfano School District Re-1 serves about 320 students in Walsenburg, Colorado: Peakview Elementary and Walsenburg Jr/Sr High School. Colorado pays districts mainly through a per-pupil formula. The state is phasing in a new formula, and Huerfano is currently held at its 2024-25 funding level, so its total program funding is flat even as students leave. A seven-member elected board adopts the budget, hires the superintendent and sets policy.

Falling count

The funded pupil count was 508.6 in 2022-23 and is projected at 383.3 in 2026-27.

Flat state money

Total program funding is projected at $6,429,493 in both 2025-26 and 2026-27, per the Colorado School Finance Project.

Savings

The May draft 2026-27 general fund spends about $230,000 more than it takes in and ends with about $5.6 million in fund balance.

Who decides

Seven at-large directors; Edith Flanagin is president. The board usually meets the second Monday of the month at 5:30 pm, plus special meetings.

The adopted budget figures were not in the collected documents; the numbers above are the May draft and the state analysis.
