Newton Public Schools receives its operating appropriation through the City's annual budget, supported mainly by local property taxes and Massachusetts Chapter 70 aid. The School Committee sets policy, hires and evaluates the superintendent, and approves the school budget; the Mayor and City Council control the municipal appropriation and capital borrowing. The City Public Buildings Department manages construction with school and community participation.

The approved General Fund plan rises $17.10 million, or 5.7%, over adjusted FY26 while projected K-12 enrollment declines by 117 students to 11,218.
Compensation is the largest commitment
The approved summary assigns $51.97 million to benefits alone, with teacher, student-service, aide, administrator, and support salaries making up most of the remainder.
Capital money follows a separate approval path
Newton funds school construction through the City's capital plan, borrowing and debt exclusions, with MSBA reimbursement on eligible projects such as Countryside.
Three elementary projects are in construction
Horace Mann occupancy is expected in September 2026, Countryside in January 2027, and Franklin in February 2027.
The School Committee's General Fund total excludes City-managed construction and debt. Conversely, capital appropriations cannot be redirected to solve annual classroom operating pressures.

Horace Mann addition and renovation
