OUSD proposes 30-day notice to Oakland Military Institute over student exits

What happened
OUSD’s October 6 agenda proposed giving Oakland Military Institute, College Preparatory Academy (OMI) a statutory 30-day notice and opportunity to respond before its charter-renewal vote. State data showed that students who left had markedly lower prior ELA and math results than OMI’s averages in several years; the data do not establish why students left or whether they wanted to stay.
Why it matters to families
The notice asks OMI to explain exit patterns, including withdrawals after possible Honor Board or dismissal proceedings, report on military-related dismissals, and propose corrective action. OMI’s current charter expires June 30, 2027, and the notice says a finding that it is not serving all students who wish to attend could be grounds to deny renewal; the reported data alone do not establish that OMI caused students to leave.
The evidence
The October 6 board-cover memorandum asks the board to adopt a resolution directing issuance of the notice. The attached proposed notice says midyear leavers’ prior ELA and math results were significantly below schoolwide averages in 2019–20 and 2024–25, while year-to-year leavers’ results were significantly below averages in both subjects in 2022–23, 2023–24, and 2024–25. It also explicitly states that the state data do not show why students left. This source establishes the proposed notice, not that the resolution was adopted.
