Who makes the decisions, and where does the money come from?

School Board sets the plan; the county appropriates funds

Rock Ridge High School is governed by the nine-member Loudoun County School Board. LCPS receives a county funding transfer, state aid and sales tax, federal support, and other revenue. The School Board adopts an education budget, while the Loudoun County Board of Supervisors provides the local appropriation.

Nine elected board members

The board has one at-large seat and eight district seats. Current profiles show four terms ending in 2027 and five ending in 2029.

The county provides the largest listed funding transfer

The posted FY27 adopted resolution lists $1.485 billion from the County General Fund. This is part of an operating plan, not a measure of actual cash spent.

Personnel is the main operating cost

The posted operating plan assigns $1.862 billion to personnel, $197.4 million to operating costs and $7.14 million to capital outlay. Separate grant, nutrition and capital funds are outside that operating total.

Budget totals can change after adoption. Later board summaries describe additional state funding, so the posted resolution should not be treated as a reconciled current spending ledger.
